The 21st biennial symposium was organized to bring together researchers, engineers, and practitioners working across the broad field of hydraulic engineering and its related systems. The event was scheduled to take place in the Kansai region of Japan, with Kyoto serving as the principal venue for plenary lectures, technical sessions, and committee meetings. A welcome reception, banquet, and technical tour were arranged to complement the formal program and to encourage informal exchange among international participants. The overall schedule spanned several days in mid-September, giving attendees time to engage with paper presentations, poster sessions, and organized visits to local sites of engineering interest. Together, these elements were intended to create a structured yet welcoming framework for a large and diverse gathering of specialists from around the world.

The call for contributions opened with an invitation to submit abstracts covering the wide technical scope of the symposium, including topics related to fluid machinery, hydraulic systems, numerical modelling, and pump technology. Submissions were reviewed by topic chairs drawn from the international research community, with authors asked to follow the official guidelines for formatting and length. The submission stage allowed prospective presenters to outline original work intended for either oral or poster presentation, and it served as the entry point for the multi-stage review process. Acceptance notifications were issued on a defined schedule, giving successful authors adequate lead time to prepare full draft papers for the next phase of evaluation.

Authors whose abstracts were accepted were invited to prepare draft papers for distribution among reviewers and session organizers. This stage emphasized the development of complete technical content, with attention to clarity of method, robustness of results, and relevance to the symposium themes. Feedback gathered during review was returned to authors along with a notification indicating whether each paper had been selected for oral presentation. A subsequent revision period allowed authors to address reviewer comments and to refine their manuscripts before final acceptance. The two-step process was designed to support steady improvement in paper quality while maintaining a transparent and predictable timeline for all contributors.

Following the revision stage, authors were asked to prepare camera-ready manuscripts incorporating the accepted changes and any final formatting requirements specified by the organizing committee. The final submission deadline was positioned to allow sufficient time for compilation of the proceedings volume and for the preparation of presentation materials. Acceptance notifications for revised papers were issued in advance of this deadline, giving authors clear confirmation of their inclusion in the final program. The structured progression from abstract to draft to revised paper to final manuscript reflected a standard peer-reviewed workflow tailored to the scale and international character of the symposium.

The original symposium dates in September had to be rescheduled after severe damage caused by a major typhoon affected airports in the Kansai region, including the closure of runway and terminal facilities. Organizers issued updated travel guidance for authors and attendees, noting that flights had been diverted to alternative airports such as Itami and Centrair, and that airline schedules would require careful checking during the affected period. Revised program dates were announced to preserve the full scope of sessions, plenary lectures, and accompanying events. The rescheduling reflected a coordinated effort to maintain the integrity of the technical program while accommodating the practical challenges faced by international travelers arriving in Japan during that period.
